well,

it's like writing on a blank sheet of paper with a jammed pen, a pen that might either still have loads of ink on it, or it's running empty.

and you try to write something with it, but there is nothing to come out but some unseen marks,
which, only when you touch it, you will know, that you are scratching the paper, rather than trying to write something on it.

and you keep pushing it,
until finally,

either the pen is working, and (finally) leaves visible marks on the paper,

or, you rip the paper, and leave the paper worthless to be written on.
